Recently, the issue of "small hydropower" construction has become a topic of social concern. How do we view the pros and cons of small hydropower? How should the future development of small hydropower be guided?

According to the installed capacity, hydropower stations below 50,000 kilowatts are called small hydropower stations. “Small hydropower is internationally recognized as a clean, renewable energy source and the most advantageous renewable energy source in China,” said Tian Zhongxing, director of the Water Resources Department of the Ministry of Water Resources.

China's small hydropower is rooted in rural areas. At the beginning of reform and opening up, China’s power construction was mainly concentrated in large and medium-sized cities and their surrounding areas, and most of the rural areas were still in a state of no electricity. It was precisely because of local conditions that small hydropower was developed. One-half of the country's territory, one-third of counties and cities, and more than 300 million rural people without electricity had finally been able to use electricity. In the new century, with the development of the national power industry, small hydropower has gradually shifted its focus from solving electricity-free problems in rural areas of mountainous areas to increasing rural electrification levels and accelerating the pace of poverty alleviation in poor areas.

So far, China has built 45,000 small hydropower stations with an installed capacity of 59 million kilowatts and an annual power generation of more than 200 billion kilowatt-hours, accounting for about 30% of the country’s hydropower capacity and annual power generation. Tian Zhongxing said that small hydropower has played an important role in solving problems such as lack of electricity and electricity in rural areas, promoting social and economic development in rural areas, protecting the ecological environment, promoting energy conservation and emission reduction, and ensuring emergency power supply.

However, he also admitted that for more than 60 years of construction and development, there are still some problems that need to be solved for small hydropower. For example, some power stations do not take effective protective measures during the construction process, which has a certain impact on the environment; some power station owners are expropriating land. Demolition and compensation, water resources utilization and other aspects compete with farmers for profit; a large number of old power stations built in the last century have low energy efficiency, aging facilities and equipment, and hidden safety problems.

Standing at a new historical starting point, SHP should shoulder a new mission. Tian Zhongxing believes that the development of small hydropower must first protect and improve people's livelihood. "In the development process, we must consider promoting local economic development. We must also consider the increase in local farmers' income and ensure the legitimate rights and interests of immigrants, constantly increase the level of electricity consumption in the mountainous areas, and improve the local people's production and living conditions."

Small hydropower also plays an important role in promoting energy restructuring. “The government of China promises that non-fossil energy will account for about 15% of primary energy consumption ratio by 2020. Hydropower has the advantages of mature technology, flexible dispatch, and safety and reliability. Especially for small hydropower, there are not a large number of water bodies, and there are few immigration and flooding. Small impact on the ecological environment should play an important role in promoting energy restructuring."

“Furthermore, the ecological protection project for substituting fuel for small hydropower implemented in recent years has played a prominent role in consolidating the achievements in the conversion of farmland to forests and natural forests, and protecting the ecological environment. However, the scale of construction is still limited and the benefit scope is limited. Hydro-power-generation fuel projects can achieve the coordinated development of small hydropower development, environmental protection, and ecological construction,” said Tian Zhongxing.

Make good use of small hydropower, the benefits outweigh the disadvantages. Let small hydropower play its positive role and avoid the appearance of chaos and produce counter-productive effects. The key lies in scientific management, scientific planning and scientific construction, and guide the sustainable development with the scientific concept.

Tian Zhongxing emphasized that in the future, SHP development must strive to achieve four changes. “We must emphasize the full use of hydropower in the past to transform it into a limited, orderly, and paid development of hydropower resources. We must shift from emphasizing the power generation function in the past to paying more attention to the ecological and environmental effects of hydropower projects. We must pay attention to the economy from the past. The benefits have shifted to paying more attention to local development and peasants' interests. It is necessary to change the emphasis on the construction of new projects in the past to more emphasis on the enhancement, expansion, and sustainable use of existing power plants."

The healthy development of small hydropower is inseparable from policy guidance. The introduction of supporting policies applicable to the Renewable Energy Law will enable Xiao Shui Power to enjoy national support policies such as access to the Internet, electricity prices, and taxes as renewable energy sources. Encourage farmers to develop small hydropower by means of joint-stock system, cooperative system, etc., allow farmers to use the land compensation fees they acquired, and try to broaden the channels for farmers to benefit. According to the principle of who develops and protects, who benefits and compensates, the establishment of an ecological compensation mechanism and a responsibility system for environmental restoration and management are explored.

At the same time, the future development of small hydropower also requires sound government supervision. Tian Zhongxing stated that it is necessary to scientifically and reasonably determine the development mode and degree of development, standardize the examination and approval procedures for SHP construction projects, and strengthen safety supervision. The implementation of engineering safety, especially the chief executive responsibility system for flood control safety, ensures the safety of people's lives and property. Accelerate the process of enforcing the rural hydropower regulations, incorporate rural hydropower into the legal system, and fundamentally solve the problems existing in the development of small hydropower.
