The confusion of smart grid standards

At the beginning of this year, the State Grid Corporation of China announced the second batch of 12 pilot projects, including “Smart Grid Comprehensive Demonstration Project, Smart Electricity Community/Building Pilot Project, Multi-network Integration Pilot Project”, etc. The pilot focused more on improving grid technology and Productivity level.

However, while the demonstration projects are in full swing and implemented, the constraints imposed by the standard issues have become increasingly prominent.

In June 2010, the "Smart Grid Key Equipment (System) Development Plan" and "Smart Grid Technology Standard System Plan" prepared by the State Grid Corporation of China were officially released. However, the above standards are not the only standard in the industry. At present, China Southern Power Grid is also committed to the study of relevant standards for smart grids, and there are corresponding research results published.

More crucially, the above-mentioned smart grid standards are not national standards, and there is still resistance to docking with international standards.

In the field of smart meters, currently there are many companies such as State Power Nanrui (600406) involved in production, but "basically based on local pilot projects, not a general-purpose smart meter. In other projects use and export In the meantime, we must also face the issue of unified standards, said Zhao Tianyi, manager of new energy products for the Power Products Division of Tyco Electronics (Shanghai) Co., Ltd.

A realistic example is that after the State Grid Corporation of China took over the Philippine Electric Power Company in its entirety, it hoped to promote the smart meter of China's national standard. However, the Philippines prefers the United States' smart grid standards, and the export of Chinese products is facing obstacles.

For equipment manufacturers, unconformed standards for smart grid construction mean unpredictable risks.

A person in charge of the electrical equipment company who declined to be named told the reporter that someone from the State Grid Group once stated at an internal meeting that the technical level and R&D standards of equipment that can successfully enter demonstration projects and pilot projects cannot be equated with The actual needs of smart grid construction in the future. "Even if some equipment has been used on demonstration projects, it does not mean that such equipment is really needed for smart grid construction in the future."

The divergent views on the smart grid also caused some industry players to start investing cautiously. Neusoft Group (600718) has been rooted in the grid information and systems for 16 years, but currently the smart grid business accounts for no more than 5% of the company's total. The group's chairman and CEO Liu Jiren believes that due to the existence of policy and technical issues, the domestic smart grid Mature will also have a long way to go. “The smart grid is a good concept, it is a trend in the world, but it is difficult to achieve in the short term, and the input cost will be very high, and it will not reach at least within 5 years. The current expectations of everyone."
