China is a big country in the production and use of LED products. In 2007, China's LED application market sales revenue was 4.2 billion US dollars, and composite packaging production accounted for 15% of the world. With the rapid development of the LED industry, the industry requires accurate measurement of the light, color, electricity and heat parameters of LEDs in order to facilitate quality control and product sales. Many enterprises in China have gradually developed and tested the relevant instruments in the industrial chain of LED chips, luminescent materials, LED tubes, LED lamps, etc., including the testing instruments for laboratory research and development, automatic detection on the production line. However, due to the constraints of certain instrument manufacturing technology and the gap in understanding of LED measurement standards, there are often significant differences in instrumental measurements between manufacturers. For the same LED tube, the measurement results between the two manufacturers may have a deviation of 10% or even tens of percent, far exceeding the range of general photometric accuracy.

Liu Hui introduced that the current traceability method of LED measuring instruments is not uniform, and the uncertainty caused by instrument calibration is much higher than other photometric instruments. Therefore, it is urgent to establish a LED-specific standard and value traceability system. Although the various light and color parameters of the LED can be traced back to the established measurement base standard, the LED has its own characteristics and cannot be completely in accordance with the current test method of the incandescent lamp.

At present, the Institute of Optics and Laser Technology of China Institute of Metrology is conducting research work in this area, using LEDs that are consistent with or close to the parameters actually used by customers as a transmission standard, which can improve the consistency of measurement results and reduce the measurement instruments. Requirements and quality requirements. Accurate and consistent measurement results are the premise and guarantee for the healthy development of the industry, the regulation of market order, and fair competition.

The establishment of special measurement standards for LED light and color parameters will unify the measurement and calibration of the luminosity and chromaticity, irradiance and electrical parameters of LEDs, and will promote the production, application and export of LEDs in China. On the one hand, it can promote the improvement of the quality of China's LED products, and play a normative role in the current situation of inconsistent value transmission; on the one hand, with the development of economic globalization, the demand for mutual recognition of measurement data is increasing, and its foundation depends on countries. The level and consistency of the measurement baseline.

To this end, the International Bureau of Metrology (BIPM) also invited the National Metrology Institutes to sign the National Mutual Standards and the Mutual Recognition Agreement for Calibration and Measurement Certificates issued by the National Metrology Institute (MRA) in 1999. At present, all the photometric projects in China have entered the international calibration and mutual recognition database CMC, which means that the certificates issued by us on these projects are internationally recognized and do not need to be tested repeatedly.
