Mei Lan: Reserve technology creates advantages

At the special seminar on the implementation of the scientific development concept and the accelerated transformation of economic development in Zhongshan in 2010, Professor Mei Wei of South China Normal University gave a lecture on the development trend of semiconductor lighting (LED) industry and Zhongshan development strategy. He proposed that "upstream" does not necessarily have an advantage over "downstream", avoiding the "exaggeration of the father" and pursuing advanced, the only core technology in the field.

â–  Global lighting giants compete for LED business opportunities

Reporter: The world is optimistic about the future prospects of the LED industry. How do Chinese companies compete?

Mei Lan: The world's lighting industry giants and semiconductor companies are strongly involved in the LED industry, forming a fierce competitive landscape. All countries attach great importance to this emerging industry, and they have increased investment in research and development, promoted technological progress, and the industry is developing rapidly.

Patents and standards have become the focus of global competition. Mainstream industrialization technology has been monopolized by international giants, and China has encountered a "337" lawsuit. The United States has the "Energy Star" to support the industrial development plan, involving a relatively wide range. The characteristics of the development of the LED industry in the United States are: outdoor indoors are equal, and the "Energy Star" program leads green lighting. In Japan, LED technology was first used in halls, stations, shopping malls, etc. China's special feature is "road lighting first." However, China has not subsidized LED products, and hopes can be strengthened in the future.

Reporter: What is the pattern of the domestic LED industry? Which field has more potential in the future?

Mei Lan: China LED is mainly based on the seven semiconductor lighting engineering industrialization bases, namely Shanghai Dalian Shijiazhuang Yangzhou Xiamen Nanchang Shenzhen. Jiangsu and Zhejiang have a great support for the LED industry. Jiangsu Yangzhou subsidized LED enterprises to introduce chip manufacturing equipment, the government subsidized 8-10 million yuan, half of the work, a lot of strength.

There are more than 3,000 LED companies in the country, of which more than 2,000 are applications, which is twice the package. The total output value is more than 80 billion yuan, and the applied value is three times that of the package. The application area is growing by 30% and the package is 10% (already mature), so the future application areas are more business opportunities.

Architectural, mobile and computer backlit displays and home appliance displays account for 70% of LED product applications. Areas with a small current share such as indoor lighting have great potential in the future.

â–  Reserve technology for future competitive advantage

Reporter: If we are now behind in some aspects, how can we win the competitive advantage in the future?

Mei Lan: To change the mode of economic development, we must use "scientific and technological reserves" as a reserve strategy. When we reserve oil, we must also reserve the soft power of science and technology. In the past, Japan sold the color display tube as a elimination technology to China, and twice valued it. We also used it as a new technology. We did stupid things because we did not have a technology reserve.

Leadership vision is expanding and there are also borders. How to use the system to shine beyond the border? Need to study. I think the future prospects of the photovoltaic industry are not as good as LEDs. What will be better in the future? Can we predict in advance?

To be a new product, a new market, we must be forward-looking, to pre-technology research and development, that is, to achieve technology reserves. Although LED is an opportunity, it should also pay attention to other emerging industries. Science and technology reserves, first, reserve talents, and second, reserve bases and groups. Talents are introduced and local talents can be created. It is necessary to create an environment in which local talents grow up. It is necessary to cultivate new technology growth bases such as LEDs and large groups.

â– Zhongshan Development LED to break through the mindset

Reporter: What opportunities and challenges do you think the Zhongshan LED industry faces?

Mei Lan: The opportunity of Zhongshan LED industry is: LED has become an emerging strategic industry, LED is the highlight of traditional industry transformation and emerging industry cultivation. The challenge is: the challenge from foreign power companies, and the increasingly fierce competition with the brother provinces and cities, the future must develop a more active industrial development policy.

Zhongshan's development of LED also needs to break through the mindset. Is the LED must be in the form of a light bulb? Is the car the same as the carriage? How big is our step, which determines how broad the future development field is. The mindset will limit development.

Reporter: Do you think that if you cultivate the emerging industries such as LED, can you achieve the goal of transforming the economic development mode?

Mei Lan: To change the way of economic development, we must think about what to do and how to do it. Knowledge is constantly being updated, not in knowing how much, but in how deep it is. How to pursue the so-called "advanced", not to praise the father to pursue the day? China's introduction of Japanese color display tube technology was a lesson. The things introduced at that time fell behind in a few years, and the technology is constantly being updated.

What is advanced? What is backward?

Low value-added industries → high value-added industries (shoes → LEDs) = transforming economic development methods?

Labor-intensive → knowledge-intensive = transforming the way the economy develops?

Low-end industrial chain → high-end industrial chain = transforming the way of economic development?

My answer is: not necessarily.

Every industry has core technologies, such as Swiss watches, which are the machinery industry, but still strong. Different links have core technologies, and they do not have high added value at the high end of the industry chain. It is not necessarily upstream that has an advantage over the downstream, depending on the core technology.

From the perspective of producers, transforming the way of economic development = manufacturing → creation.

From the perspective of managers, transforming the way of economic development = changing the way of governance: policy-oriented → institutionalized.

Through institutional guarantees, many new technologies are developed at the time of their germination, rather than when they are concerned.

â– The price war will start at the end of the year, and it is necessary to invest in LEDs.

Reporter: Zhongshan "lights" to the "source of light" transformation, what strategic thinking do you think can be?

Mei Lan: Zhongshan's industrial development-oriented catalogue is very forward-looking, and some advanced industries are not planned in the province. The question is how to implement it? The transformation of Zhongshan’s “lights” to the “source of light” can continue to be used in the application market, pay attention to the order of developing the application market, and pay attention to the dynamics of the brother cities. The Guangdong Provincial Information Industry Department has agreed to the Zhongshan New Light Source High-Tech Application Base. In 2009, the Zhongshan Government Work Report also proposed to take one hundred million to support emerging industries. In the future, the government should pay attention to the diversity of industrial development.

I give seven suggestions to Zhongshan LED industry: strengthen key technology research and development; build patent data service platform; build product public inspection platform; build industrial technology alliance and semiconductor industry association; carry out industry-university-research cooperation at home and abroad; actively promote the construction of science and technology financial system; Industrial development environment.

Reporter: How do companies grasp the current opportunities??

Mei Lan: The price war of LED products will start, and the price is already declining. From the perspective of strategic layout, if you want to do upstream, you have to worry about it. According to the law of Haitz, the early birds have insects to eat, and only by quickly forming a market advantage can they stand. One prediction is very interesting: In 2020, will the wafer sell the price of biscuits? Although it is a kind of conjecture, according to market rules, it is sure to make early money early.
