According to Guo Shunning, Director of the Energy Bureau of Qinghai Province, the primary success lies in integrating into the national non-fossil energy strategy while exploring innovative pathways for development.
Reporter: Could you tell us about the current status of PV development in Qinghai?
Guo Shunning: Qinghai enjoys an annual sunshine duration ranging from 2500 to 3650 hours, with an annual total radiation reaching 6600 to 7200 MJ/sq m, ranking second in the country. Additionally, Qinghai has vast desertified lands spanning over 100,000 square kilometers, providing ideal conditions for constructing large-scale solar power stations due to their flat terrain and convenient transportation.
In August 2016, when General Secretary Xi Jinping visited Qinghai, he emphasized accelerating the growth of new energy industries and transforming solar power into a pillar industry with scale, efficiency, and market advantages. Following these instructions, Qinghai Province has set up a national clean energy demonstration province and aims to construct 20 million kilowatts of renewable energy bases in Hainan and Haixi Prefectures to lead the way in solar energy development.
Firstly, planning guidance has helped build scale advantages. By focusing on constructing two renewable energy bases, Qinghai has steadily increased its solar power generation capacity by over 1 million kilowatts annually. Secondly, technological leadership has created efficiency advantages through the establishment of a national solar power demonstration base and the first global grid-connected solar thermal power station. Thirdly, promoting consumption has fostered market advantages by prioritizing new energy access and negotiating agreements with other provinces for energy transmission. Lastly, driving industry growth has resulted in a 100 billion yuan industrial base for lithium batteries and photovoltaic manufacturing.
Reporter: How did the annual development rate of 1 million kilowatts come about?
Guo Shunning: Qinghai’s energy development pace aligns with General Secretary Xi Jinping’s directives, emphasizing quality over quantity. The provincial government ensures steady progress while coordinating with the National Energy Administration to adapt to new energy trends. Our responsibility is to leverage Qinghai’s green energy resources to position the province as a crucial new energy hub along the Silk Road Economic Belt.
Stability remains crucial given Qinghai’s limited load capacity and the need to transmit large volumes of clean energy. Thus, before establishing ultra-high voltage (UHV) channels, we aim for an annual development rate of 1 million kilowatts to prevent excessive abandonment of solar power.
Reporter: What measures have been taken regarding the slight curtailment of solar power?
Guo Shunning: Despite challenges, Qinghai has focused on several strategies. Firstly, we are strengthening the power grid infrastructure to enhance transmission capacity. Secondly, we are improving peak-shaving abilities by encouraging energy storage installations. Thirdly, we are expanding internal loads and promoting direct electricity trading within the province. Fourthly, we are opening external markets to boost consumption beyond Qinghai’s borders.

Guo Shunning: The channel will not only boost local economies but also support national energy adjustments by reducing carbon emissions. Internationally, Qinghai’s UHV DC project will serve as a pioneering model for clean energy transmission.
